There is no official Microsoft tool named “IE9 Compatibility Mode Enabler.” If you are referring to a proprietary tool built by a specific enterprise vendor for their legacy software, you will need to obtain it directly from that vendor’s support portal.
However, if you are looking to run older, legacy websites or web apps that strictly require Internet Explorer 9 (IE9) rendering, the modern and secure way to do this is by configuring IE Mode inside Microsoft Edge.
